Rate studies are performed every five years to guide RCSD in ensuring rates appropriately cover the cost of operations. The study considers operational and capital needs, as well as the revenue requirements to fund them. The study also presents a five-year rate structure designed to ensure financial sustainability, compliance with laws and regulations, and the maintenance and investment in critical infrastructure.
