Connected Meters

The RCSD installation team is upgrading customer water meters with Metron Prism cellular registers. These secure devices collect the flow rate through customer water meters every minute and send it to Metron’s servers once a day. Customers can then view their usage data using Metron’s WaterScope website. This rollout is happening in batches each month and should be complete by the end of 2026.

You can use this data to track trends in your water use, monitor your water conservation progress, and even identify leaks. It's another tool to help you take control of your water use.

 

Getting Started

If your new, upgraded meter is already installed and ready to use, the next step in taking control of your water use is to create an account on the Metron WaterScope website and logging in.

You will need your VN ID and account ID to create your WaterScope account. You can get these ID numbers by calling the customer service team during regular office hours at (661) 256-3411.

Once you have your VN ID and account ID, follow these easy steps:

  1. Navigate to the website waterscope.us and click Register beneath the blue Continue button.
  2. Enter the following information (You can get these ID numbers by calling the customer service team during regular office hours at (661) 256-3411.) and click Submit:
    1. VN ID
    2. Account ID
  3. When the Consumer Registration window appears, asking “Do you want to add another meter?” click “No”.
  4. Enter your preferred email address that you will use to access WaterScope, check the I am not a robot box, and click Submit.
  5. An email will automatically be sent to the address you entered. Open it and click Click here to authenticate. You now have access to your detailed water usage report!

 

Frequently Asked Questions

How do I know if I have an upgraded, connected water meter?
Water meter upgrades are being done over a period of time to help spread out the upgrade costs. You will receive a letter stating that your meter has been upgraded, along with instructions on how to create your connected water meter account. If you have not received this letter, it is likely that your meter has not yet been upgraded. You can also contact Customer Service during regular office hours at 661-256-3411 and have them check your account.

What is a cellular register?
A cellular register is a clever device that is attached to existing customer water meters to collect and transmit water flow data over existing cellular networks. 

Why is RCSD upgrading water meters?
Every RCSD water customer has a water meter that measures the volume of water that flows through it. Until recently, RCSD would track usage by looking at the numbers on the meter itself. This is time-consuming and labor-intensive. The new cellular registers eliminate the need for RCSD staff to visit each water meter monthly, providing more accurate and timely minute-to-minute usage data.

How does the cellular register work?
The register is attached to your existing water meter and piggybacks on the data already being collected by it. The register collects water flow data every minute and stores it locally until it is transmitted once a day via an existing cellular network. That data is then made available to RCSD and you, the customer.

How much will this cost me?
The water meter upgrade is part of your regular water service through RCSD. The cost of the Metron Prism register is offset by long-term cost savings from not having to manually read water meters each month.

Is the cellular register safe?
Absolutely! The safety and health of our customers is our number one concern. The register transmits data using the existing cellular network, just like your cell phone. Additionally, the data is transmitted only once a day, reducing the exposure to energy used for transmission.

Is my water meter secure?
Yes, just as secure as it was before installing the cellular register. The cellular register can only read the flow through your meter; it cannot turn your water on or off. Your water flow data is encrypted and transmitted using a Virtual Private Network (VPN) to Metron’s secure servers.

How do I view my water use?
Log in to Metron WaterScope PLUS using the link at the top of this page. Please note that the Metron website is not owned or controlled by RCSD.

How does WaterScope know when I am flushing a toilet, taking a shower, or using my kitchen?
The honest answer is that they don’t know. However, WaterScope has been trained using real-world analysis and sophisticated algorithms to recognize certain patterns of water use as being associated with common household events. What is displayed on your WaterScope dashboard is the program’s best estimate of what is happening inside your home.

How can using an evaporative cooler affect leak detection?
Installing and using an evaporative cooler, sometimes called a swamp cooler, can be incorrectly flagged as a leak. This is because the cooler continuously consumes a small quantity of water while running. This pattern of water use is nearly identical to a leak.

My meter hasn’t been upgraded yet. How do I get on the upgrade list?
RCSD is working on upgrading all of the meters on our water system. We are installing the cellular registers one neighborhood at a time. If your meter has not been upgraded, it will be. Call customer service during regular office hours at 661-256-3411 for more information.

Is there any additional maintenance involved?
There is actually less maintenance involved when you consider that RCSD staff no longer must visit each meter each month. That said, each cellular register must first be installed, which is a quick and simple process. The cellular registers must also be replaced when their batteries expire, about every ten years.

Can RCSD now turn my water on and off remotely?
No. The cellular registers can only monitor flow.
